I'm all about non-lethal weaponry. I think the human rights groups that worry about new methods of torture are too focused on delivery methods and not addressing the deliverers. Those depraved enough to torture someone will do so with whatever means they have at their disposal. Just because a new weapon might be used in torture, doesn't mean it is objectively a weapon of torture. Non-lethal weaponry has done and will do a great deal of good that I feel outweighs real and potential abuses.

Weapons that can incapacitate crowds of people by sweeping a lightning-like beam of electricity across them are being readied for sale to military and police forces in the US and Europe.
