It's not unlike the Soviets parading their military hardware (a ritual Russia has taken up again), or Shiite fighters marching through Sunni neighborhods they've just taken over in Beirut: show people your strength in numbers and they'll do what you want. Your suggestions are excellent ones. They're just too much work and don't make for good political theatre.
