For many societies, the presence of a hymen is proof of virginity. Unfortunately, there are numbers of ways the tissue can be torn without involving sex (esp. sports). In such a situation (and there are people with those attitudes living in the United States), surgery restores the virginity — at least based on that definition.
The surgery is done on young rape victims as well as part of helping the person overcome the trauma of the rape. While I do not believe that rape takes away a woman's virginity, I'm pretty uncommon in that attitude. The surgery can sometimes be useful in restoring a victim's mind.
And, for those who wake up one day and realize that they've made some terrible mistakes, such "secondary virginity" is something to be encouraged. I don't think that the surgery is all that necessary in that case, but again, if it helps, who am I to argue?
I had a relative who played with a plastic cigarette for the last decades of his life. It kept him from smoking. Same concept. Freud would say "Sometimes a cigar is just a cigar, but not when you make analogies like that."

Regarding amputations, the NY Times had an article on people who elected to have amputations because of some serious body image issues. This has been connected with trans-sexual operations in the bioethical sense, since we have organically healthy people who want to get a part of them removed so that they fit whatever self-image that they have. How you popped on a search for this, I do not know, did I maybe post this a while ago? Or maybe we linked to a site that had information on this, like First Things.
